To the first few who get permits, please let us know what (if any) restrictions are printed on them. I'd be curious to see if any of the areas that a statutorily off limits are listed in the restrictions of the non GSR permits.
Are you looking for FOPA coverage or just coverage within MD? I don't have it handy but there is an AG opinion stating that loaded mags not in the gun do not constitute a loaded weapon for statutory purposes, but beware pre-1985 local laws. A non-exhaustive list of which can be found here...

Also question for procedure wonks: is a motion to extend session privileged? Or do they phrase it as "set the time for adjournment" so it's uninterruptible?
