So, I have gone back and looked at the petition again.
It states "There are currently 5 reason listed that are considered "Good and Substantial" reasons for applying for a Maryland CCL."
This is entirely misleading, in that there are absolutely NO "reasons" or "classes" enumerated in the MD Annotated code, for Owner/employee of a business, corrections officers, former LEOs, PI/Security Guards/etc, or Personal Protection.
Likewise, none of the above listed "reasons" or classes" are listed in COMAR 29.03.02.
Where they are listed, is on the application for a wear and carry permit, so what the petition really wants to do is add an additional notation for veterans. This is not done via the legislature as this is an administrative action performed by MSP in the creation of the application.
I believe (I may be wrong) that the way to get this changed/updated is the same process as getting COMAR updated/amended.
