I was thinking about the provision directly below the section you quoted:

The two sections are related but not dependent upon each other so both would apply in my opinion (IANAL).

No but taken together it seems you can have a PO for your firearm but the FFL cannot sell it if he did not have possession before Oct. 1.

But if you have a PO hasn't it already been sold to you? Everything else is just a question of possession.

yes but the issue is the FFL portion of the law. It allows sales of firearms in the possession of the FFL before Oct. 1. Other than that allowance, it's prohibited as I read it. So does Erwos.
