    Yes , it is almost always a stupid thing for a lay person to do .

    Title jumping is NOT a felony in Maryland. At best it's a citation, usually issued by State Police.

    I can promise you that they are rarely ever prosecuted in Montgomery. I was actually ordered by the County Attorney to return an unsigned title to the mother of a convicted shooter recently.

    On top of the fact that the shooter couldn't prove that he legally purchased the car, the title was unsigned upon the alleged sale, which renders that title null and void, and I cannot release property from an adult to another adult without written consent. But... I was ordered by the County Attorney to ignore the law and our policies and return the unsigned title.
    actually title jumping IS a felony in most states, because it's consider as "fraud"

    So...if someone knows someone who maybe did this a long time ago because they didn't know any better, what can they do to make it right (preferably without being arrested)?

    many people can rent a car on turo or hyrecar, find a title in the glove box, forge a signature, and as long as the owner of the car thinks the car is still being rented, the renter can go ahead and sell the car while the title is under the original title. You'll be surprsied how many people actually keeps all their car info including title, in their glove box.
    when the owner reports it stolen, you as a new car buyer has to return the car to the original owner without getting your money back.

    here's another case:
    someone took someone's car to a used car dealer and sold it when title's not under their name, and now the car is repossessed and buyer is out of luck

    So what happened? Did you leave the title in a car that you rented out? Did you buy a car and get screwed?
    Did you actually contact the FBI?

    Your questions are a little alarming. Citizens arrest for title jumping, can you shoot someone for breaking in your home and stealing yoir property....

    Did you just get a HGP and now think you're Chuck Norris?
    most people breaking into houses ended up with bullets in their back the home owners gets away with it as self defense, even when the bad guys are running away, home owners still get away for self defense.
