I mountain biked out there a few years ago and we used to hear A LOT of shooting. I was told it was a guy with lots of land and a private range. You can google the bike loop out there to see a map of the areas adjacent to it.

I absolutely love my Spyderco Delica. I can't even tell it's there and that translates into me ALWAYS wanting to carry it. I also have a Caly 3 that is a little dressier...sweet knife, but I go for the Delica 99 times out of 100.

Surplus City in LaVale has a great rotating stock of a variety of mil surplus. Savage River range is 5 bucks a day or 25 a year. They have target stands...take some tape and a staple gun and you'll be set. You can also hit the range in frostburg on the public days two weekends a month for 5 bucks.
