No, ATC is the Aberdeen Test Center. ATC is part of DTC, the Development Test Command, which is under ATEC, the Army Test Evaluation Command. DTC is also in charge of Dugway proving Ground, Yuma Test Center, etc. It's a complicated mess of things Spot, I know!
