    SB966 still provides gains for hunters in allowing riles into the tent , and extended season for DMP's , the sunday hunting got ammended back to the status quo .

    If you personally feel very strongly about Sunday hunting , then lobby the HJC to kill the whole thing. But *to me* , it still represents an overall gain , and Sunday hunting Bills will be a perienal feature each legislative session going foreward regardless.

    NRA now has sunday hunting as a nationwide goal , but in Maryland specifically it is a particularily hard sell.

    SB 966 is assigned to the House Environmental Matters Committee, not HJC. Given the voting pattern over on the Senate side, (11-0 in Committee and 47-1 on the floor), if the HEMC chair brings it to a vote, it's probably a done deal. No hearing date set yet.

    Off topic, but I don't know where else to capture this.

    Was listening to the Senate floor session today in the car and actually heard Mike Miller reciting all of the taxes they have enacted with somewhat disgust while arguing for a bill that REDUCES the estate tax.

    Yep, it must be an election year.

    Just spotted a followup Baltimore Sun article on diminutive credits posted by same author:

    A legislative analysis said that change would affect about 300 inmates a year and — using a conservative estimate — could cost $660,000 a year because of extended prison sentences.

    I have lots of Pro 2A proposals that could more than make up for that $.6M they claim makes the Brochin/Smigiel proposed bill too cost prohibitive. :(

    Questions: Did the Sun ever report how much money the state loses with their G&S scheme? Did the Sun ever report how much revenue the state loses as a result of SB281?

    Also, how much more does it cost to move a case through the court system? Given the recidivism rate, the claim that they would spend more keeping them in jail is bs.

    Somehow I knew this would be the result of their "investigation"...

    The cross-file, SB 231, passed the House this evening as well.

    SB 966 - Calvert County, Charles County, and St. Mary’s County – Deer Hunting
    HB262/SB231 - Bow Hunting – Possession of Handguns for Protection
    SB 248 (identical to HB 286/not cross filed)- Criminal Law – Use of Handgun in Crime of Violence or Felony – Statute of Limitations


    Out of 43 or so bills, 3 went the distance. None from HJC. Vallario sat on every single gun bill originating in the House (except HB286, then he allowed a vote on the identical Frosh bill - SB 248 which was passed). Frosh allowed votes on his bill (SB248 ) and bow hunting (SB231).

    So much for democracy.

    So the shell casing bill never went anywhere?

    Nope. Neither committee chair brought it to a vote.

    Smigiel and McDermott tried to defund it using an amendment during budget discussions on the floor, Dumais defended MSP use of the discretionary funds for their "wise" spending decisions. Down in flames that amendment went.

    House just entered session #5...

    No we gained ground. We had a net positive effect this year. We killed a bunch of bad bills this session and got two unequivocal victories.

    That is what matters.

    2014 Legislative Wrap Up - 2A Edition

    Passed/Enrolled:

    We kept the ammo and firearms tax from going to a separate revenue stream and leaving it open to gradual increase by pointing out the corruption going on with DDA funding with a first class MDS research effort.

    We kept them from removing the 8 day release option. That was one heck of an effort by all. Circles and arrows included :)

    We ruined Vallario's birthday dinner.

    We prevented the bad home defense bill from going through.

    We prevented Simmons from getting his money to retro database checks.

    We killed the idiotic GPS bill.

    We killed the 3D printing bill.

    And...(a small boast here).... I single-handedly affected a non-firearm related piece of legislation by introducing an amendment and taking on a panel and the HJC Committee to get it put in, passed and enrolled. :)

    I continue to send Conoway newspaper article clippings on Baltimore crime 8). Feel free to do the same.

    SNI remember they've had they're run of the place for 30 some years.
    For the first time, we can lay claim to a true victory.
