I'm confused. The article states that Hogan received the majority vote but they still endorsed Brown because of "his work in the administration of Gov. Martin O’Malley (D), which has overseen a significant drop in crime"?

Hogan received the support of the majority of lodges but not raw votes. Brown apparently got 60%+ of the vote. Akin to the majority of counties voting Republican but the majority of votes going to Democrats.
