Noise from a 22lr? While groundhog hunting? Unless you are rapid firing at an onslaught of a hundred woodchucks, I don't see your neighbors have grounds to complain.
Why do you require an indoor range?
The Issac Walton League just outside of Hagerstown on Rt. 40 has an indoor range, but you can only shoot .22 cal. They also have a fully enclosed pistol house. (You're inside the house shooting at outdoor targets.)
When I bought my PLR-16 my FFL sold me a chamber lock (can't remember the make and I'm not sure where it is because it was such a PITA to put in and take out). Wouldn't that .223 lock fit a .22 chamber? It was slightly smaller than the chamber and cammed into place.
