They have to be elected locally, whether it be township, borough, or ward of a city. They can work for any district court in any county willing to give them work. The work they can perform for the courts are warrants, including arrest warrants, evictions (referred to as landlord/tenant)...

Constable's are not police. As such, there would be no reason nor benefit to them getting Act 120 cert unless they were planning on trying to get hired in a municipal police department. Or maybe one of the larger sheriffs offices, some deputies get Act 120 cert for the additional powers.
