Did you read the entire link in the OP? Seems that Dave was saying that was a single prototype and the production models were made differently, similar to the way Glock does serial numbers.

I also read the entire article and the linked information. The PC (Plum Crazy) lower in question was ONE prototype that was sent for an opinion. After the letter, the process was changed to fit existing law and no PC lowers were ever sold that had the type serial number plate from that prototype. All PC lowers sold are compliant.
Folks should read the links... including the response from the owner of FA (Frontier Armory). Since he was a distributor of the PC lowers when they were first offered on the market.
The FA lowers have the same type of SR# block as Glock pistols. An embedded steel tube that the number is etched into.
