The guide said you must provide your DC letter. The actual application software just says it is recommended.

The portion about notification of stolen firearm was question 23 on page 2 of part I.

As Rack noted, it was added to the 77r after the passage of fSA2013.

I know I'm going to get chastised from a lot of people here for the following comments but here it is anyway.
Seems to be a lot of excitement and jubilation the last few pages of applying on this new system. I just don't get the hypocrisy that flows through some people. This is just another infringement on our 2a rights. One extra hurdle to jump through. I know what you're going to say, it's just an email, just a pin #, just a credit card, etc.. More BS just to purchase a gun. Same people are fine with this are up in arms over a sign in log at a building. Signing a book is worse than supplying the state with your credi card number to a untested system? They do this shit in baby steps. One small infringement at a time. You can bet your ass they already have another step waiting in the wings. The liberals heads would explode if they put these steps in place to vote but we all take it on the chin. Yea, I know, it's what we have to do now but why get so excited about it? Rant over so flame away.
