As much as I agree, in our Founding FATHERS, AND our U.S. CONSTITUTION. IF you found yourself jammed up with Police, in Court, WITHOUT the actual permit card for that State. Defense costs ( The montage of high $$ costs of all the incoming, & YEARS of associated headaches ) $7626.00 is going to be peanuts.

The Clandestines, myself, or anyone, IF ended up in a Police or Court "Situation" case/arrest. I'd rather have that State's issued permit. I DON'T want to be the 1st to "FIND OUT" the "Newspaper Clip" defense strategy works or not. Can't find any cases that that's been previously determined favorable IN a COURT. Rittenhouse is currently STILL going through lawsuit after lawsuit.

The carry permit process can be a convoluted, laborious, and expensive process depending on where you want to carry. Depending on the State/Jurisdiction, the carry permit process is nearly impossible for those with limited budgets, busy schedules, and/or no means of transportation.

Some States have adopted Permitless Carry, also known as “Constitutional Carry”, whereas some States require permits to carry concealed, but allow Unlicensed Open Carry.

Constitutional Carry States Include: Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, New Hampshire, North Dakota (Residents Only/ Concealed Carry Only), Ohio, Oklahoma, South Dakota, Tennessee (Handguns Only), Texas, Utah, Vermont, West Virginia, and Wyoming

Some States only accept their own Carry Permits, while other States have reciprocity agreements with various States. Some States accept only RESIDENT Permits, whereas other States accept Resident or Non-Resident Permits.

Reciprocity Agreements change quite often so keeping up can be a challenge. Some carry permit holders find comfort in having “Reciprocity Overlap” by acquiring multiple Carry Permits in case Reciprocity Agreements change.

My Wife and I have Carry Permits from Maryland, Pennsylvania, Washington D.C., Utah, Florida, Maine, Connecticut, New Hampshire, and Rhode Island. We are in process for our New Jersey and Massachusetts Carry Permits. We chose these particular Carry Permits to maximize the States/Jurisdictions we can carry.

As I mentioned above, this can change based on your home State (residence) and where you would like to carry. Some of these permits have “Reciprocal Overlap”. For example, our Non Resident Florida and Non Resident Utah Permits have very similar Reciprocity Agreements with other States, but we can’t carry in Florida with a Non Resident Utah Permit. The Non Resident Utah Permit allows us to carry in Washington State, whereas the Florida Non Resident Permit does not. This is why you need to do thorough research.

Below are the requirement breakdowns and costs for each Carry Permit we applied for. I added the process for renewals but those totals are not included in our totals.

STEP 1 Fill out online PDF Permit Application and print (4) copies.

• Municipal Code on the application will be a specific # of the NJSP Barracks closest to you. You may have to call or email the Barracks to get the proper #. My closest NJSP Barracks is Woodstown NJ, and the Municipal Code is 1709. Yours may be different based on the Barracks closest to you. If you can't get this information leave it blank and add it when you submit your application to the NJSP.
• Three (3) references are REQUIRED. The references must sign each copy of the application with ink. This may require shipping them back and forth depending on where they live. References CAN reside in ANY State, but they CAN NOT be related to you by blood or marriage. They do not have to be present when the application is notarized. The NJSP will call your references. If your references don't answer your application will be delayed.
• Proof of Identification and Citizenship. You must supply proof of identification and Citizenship. (Driver’s license and birth certificate or Passport / naturalization paperwork / green card).
• Some may tell you a NJ FID (Firearms Identification Card) is necessary to apply for a NJ Carry Permit. That may be true for a NJ Resident, but a FID is not required for a Non Resident to apply for a NJ Permit to Carry. If you want to get a FID, I have included instructions below.

STEP 2 Complete and print one (1) Mental Health Release. (Must be Form SP066 Revision 7/19)

STEP 4 Get four (4) 1.5”x1.5” Passport Photos. (Request Argentine Passport size or 38mm x 38mm) $34.

• Do not attach the passport photos to your NJ Permit Applications.
• Put the Pictures in an envelope and clip the envelope to the application.
• Put Your FULL name, address, SBI #, and Case # on the envelope.

STEP 5 Written Proof of Firearm Ownership of Handguns you intend to Carry:

• Ownership can be a purchase receipt or permit to purchase or a notarized letter of ownership listing the make, model, and serial number of the handgun(s) you intend to carry in New Jersey. You only need one copy of this form and this form must be notarized. I attached a form I created if you want to use it:
• I HAVE ATTACHED A FORM BELOW IF YOU WANT TO USE IT AS A TEMPLATE (PRINT 1)

STEP 6 Class to show familiarity with safe handling and use of Handguns.

• You only need one proof of training form. $50-$200 (Cost can vary)
• The NJSP has not listed specifics as to what classes are acceptable, so I have listed the NJ Statute below.
• What constitutes safe handling of a firearm under New Jersey law?
• Safe handling of a firearm is an objective standard met by meeting the requirements of N.J.A.C. 13:54-2.4(b).
• Each applicant shall demonstrate a thorough familiarity with the safe handling and use of handguns by indicating in the space provided therefore on the application form, and on any sworn attachments thereto, any relevant information. Thorough familiarity with the safe handling and use of handguns shall be evidenced by ONE of the following:
• 1) Completion of a firearms training course substantially equivalent to the firearms training approved by the Police Training Commission as described by N.J.S.A. 2C:39-6j; (I HAVE ATTACHED TWO VERSIONS OF THE TRAINING FORM BELOW IF YOU WANT TO USE THEM AS A TEMPLATE - PRINT 1)
• 2) Submission of an applicant's most recent handgun qualification scores utilizing the handgun(s) he or she intends to carry as evidenced by test firings administered by a certified firearms instructor of a police academy, a certified firearms instructor of the National Rifle Association, or any other recognized certified firearms instructor; or (I HAVE ATTACHED THE TRAINING CERTIFICATE BELOW IF YOU WANT TO USE IT AS A TEMPLATE - PRINT 1)
• 3) Passage of any test in this State's laws governing the use of force administered by a certified instructor of a police academy, a certified instructor of the National Rifle Association, or any other recognized certified instructor.
• Any/All Qualifications must be within six (6) months of application and must also be obtained from a Certified Firearms Instructor. The written certification must include the Instructor’s name and certification number, make, model, caliber and serial number of each handgun(s) you intend to carry in New Jersey.
• 2C:58-4. a. Scope and duration of authority. Any person who holds a valid permit to carry a handgun issued pursuant to this section shall be authorized to carry a handgun in all parts of this State, except as prohibited by subsection e. of N.J.S.2C:39-5. One permit shall be sufficient for ALL HANDGUNS OWNED BY THE HOLDER thereof, but the permit shall apply only to a handgun carried by the actual and legal holder of the permit . Criminal Code 2C58-4 (a) States one permit covers all guns owned by the permit holder. However Under NJ Administrative code which is 13:54-2.4 it states. You need to show proficiency and qualification scores with the handgun(s) you intend to carry.

STEP 7 Notarize all 3 Permit Applications and the 1 Written Proof of Firearms Ownership Forms.

• NJSP may require RESIDENT Applications to have a raised notary stamp must be raised, but NON RESIDENTS Applications only need a INK Notary Stamp.

STEP 8 Call or Email to schedule an appointment to submit your Carry Permit Application at your closest NJ State Police Barracks.

• My Barracks wants you to email them and schedule an appointment to turn in the application.

The Application Process and Fees for a Non Resident Rhode Island Permit can vary depending on where you apply. Attorney General Permits are May Issue and have a fixed price whereas Local Departments can vary between $40 and $340. Some Departments are Shall Issue and some are May Issue, so do your research before selecting a Department. Some Departments require you to apply “in person”, yet some have a “mail in process”. The Departments who allow “mail in applications” charge on the high end of the spectrum, whereas the Departments who require “in person applications” charge $40. Basically, if you choose a Department that allows “mail in”, you pay for that convenience. Rhode Island Statutes say the maximum fee allowable is $40, but not all Departments follow the Statute. Some Departments refuse to deal with or accept Non Resident Applications. If you want to save a trip to Rhode Island, Johnston P.D. does accept “mail in applications” for $340, but you will have to submit fingerprints and a passport photo in the Application.

• We chose the East Greenwich Rhode Island Police Department, but I must caution you, E.G.P.D. only accepts 25 Permit Applications a month and East Greenwich Resident Applicants get priority. After all interested East Greenwich Residents have gotten their interview appointments, the remainder are given to qualified Non Resident Candidates on a first come, first served basis. Due to the extremely large number of people trying to secure those remaining Interview Appointments, E.G.P.D. has created a call in process once a month @ 9 A.M. EST, where callers can leave their information and the E.G.P.D. will schedule in Person Interviews for the following month on a first come, first served basis until the month’s calendar is full. It’s a phone lottery and may take several months to successfully grab an Appointment. Departments who offer a “mail in” option do not have a phone lottery, so again you have to carefully decide which route to take.

Self Defense Insurance is not required but it’s wise if you can afford it. Some States do not allow Self Defense Insurance.

There are other great Non Resident Permits such as Texas, Arizona, Virginia, and West Virginia, but we felt they were unnecessary based on our existing Permit Overlap Coverage.

Due to Reciprocity Agreements, the above Carry Permits allow us to Carry in 44 States, and Washington D.C.

Currently, we can’t get Permits to Carry for HI, NY, and CA due to May/No Issue/Non Resident Policies. That should change due to the NY/BRUEN SCOTUS RULING. At this time, we can’t Carry in Colorado because they don’t honor Non Resident Permits, and they don’t issue Permits to Non Residents. We can’t get a Permit to Carry in Oregon or Illinois because they only issue to Non-Residents of “particular” States, and Maryland Residents are not one of them. Hopefully the SCOTUS Ruling will force changes.

When you add up all the above, which does NOT include range time/practice, photocopies/digital scanning of required documents, Time away from work/family, we have spent $7626.00. This averages to approximately $10.00 per day for my Wife and I to Carry in 44 States, Washington D.C, and (possibly) Puerto Rico. That’s $300.00 a Month or $3600.00 per year!

$7626.00 is not a typo. That number does not include the cost of our carry firearms, firearm purchase licensing/paperwork fees, or our carry equipment.

• The Gun-Free School Zones Act (GFSZA) of 1990

The GFSZA states that a person cannot legally carry a firearm within 1,000 feet of a school zone, however, persons with a state-issued concealed-carry permit are an exception. Any person convicted of illegally carrying a concealed firearm in a school zone can result in a $5,000 fine and up to 5 years in prison.

• For the States that our permits are not valid, here is some information that may be useful:

Illinois
Handgun Vehicle Carry IS LEGAL for a Non Resident as long as they have a Carry Permit from their HOME State (Resident Carry Permit). You CAN NOT leave the vehicle with the handgun
Some local jurisdictions within the state, such as the City of Highland Park, have enacted local ordinances that restrict the possession and sale of "Assault Weapons".
The process for an Illinois non-resident to transport their firearm legally in Illinois is similar to that of a resident, however there are also some differences. The first difference is that the non-resident does not need a FOID card. In fact most non residents aren’t even aware of what a FOID card is. Essentially it is a card that says you have passed a background check, similar to the National Instant Check System (NICS) that anyone who has bought a gun has undergone. The difference is Illinois residents need this card on their person at all times they are in possession of firearms or ammunition, non residents do not.
For purposes of transportation, the non-resident must adhere to the above described criteria of broken down in a non functioning state, OR not immediately Accessible, OR unloaded and enclosed in a case.
It is important to note that the case does not need to be a separate case for the firearm and the ammunition. It is also important to note that the case(s) need not be locked. There is some mis-information surrounding this topic and I believe that confusion arises when we discuss the federal Firearm Owner Protection Act (FOPA) which states for federal transportation purposes the firearms and ammunition must be in separate locked cases. Illinois does not have this requirement.
The Illinois Firearm Concealed Carry Licensing Act states:
(e) Nothing in this Act shall prohibit a non-resident from transporting a concealed firearm within his or her vehicle in Illinois, if the concealed firearm remains within his or her vehicle and the non-resident:
(1) is not prohibited from owning or possessing a firearm under federal law;
(2) is eligible to carry a firearm in public under the laws of his or her state or territory of residence, as evidenced by the possession of a concealed carry license or permit issued by his or her state of residence, if applicable; and
(3) is not in possession of a license under this Act. If the non-resident leaves his or her vehicle unattended, he or she shall store the firearm within a locked vehicle or locked container within the vehicle in accordance with subsection (b) of Section 65 of this Act.
There have been arrests of non residents for carrying their firearms within their vehicle. If you are a non-resident and choose to carry your firearm concealed within your, you may want to consider printing a copy of the Illinois Firearm Concealed Carry Licensing Act, compiled statute, and keep it in the vehicle with you.

Local governments can ban open carry at government buildings and public property (such as Parks). Signs must be posted at each public entrance.
29-11.7-104 Regulation-Open Carrying-Posting
A local government may enact an ordinance, regulation, or other law that prohibits the open carrying of a firearm in a building or specific area within the local government's jurisdiction. If a local government enacts an ordinance, regulation, or other law that prohibits the open carrying of a firearm in a building or specific area, the local government shall post signs at the public entrances to the building or specific area informing persons that the open carrying of firearms is prohibited in the building or specific area.
Many Colorado municipalities ban open carry to the fullest extent of the law. While areas such as public streets and sidewalks generally cannot be designated 'no open carry' zones, "specific area" is broadly interpreted to include parks, trails, and public plazas.

You can save on hundreds if not thousands on training if you find Instructors who offer COMBINED or ADD ON Classes. Plan your trips and training out and you will save a lot of money. Here is my advice to save money and minimize wasted trips/time:

Wife and I have to renew for MD, D.C., and MA.

Total for these renewals ran us an additional $1065.00.

This covered the renewal classes, class/qualification ammunition, postage, and money order fees. Travel for the training class wasn't factored in.

I can't update the O.P. but the NJ renewal process is now completely online. It will require a new/updated training class (only available in NJ), digital passport photo, SBI #, and fees payable via credit card. Saves a bunch of trips back and forth to NJ.

The carry permit process can be a convoluted, laborious, and expensive process depending on where you want to carry. Depending on the State/Jurisdiction, the carry permit process is nearly impossible for those with limited budgets, busy schedules, and/or no means of transportation.

Some States have adopted Permitless Carry, also known as “Constitutional Carry”, whereas some States require permits to carry concealed, but allow Unlicensed Open Carry.

Constitutional Carry States Include: Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, New Hampshire, North Dakota (Residents Only/ Concealed Carry Only), Ohio, Oklahoma, South Dakota, Tennessee (Handguns Only), Texas, Utah, Vermont, West Virginia, and Wyoming

Some States only accept their own Carry Permits, while other States have reciprocity agreements with various States. Some States accept only RESIDENT Permits, whereas other States accept Resident or Non-Resident Permits.

Reciprocity Agreements change quite often so keeping up can be a challenge. Some carry permit holders find comfort in having “Reciprocity Overlap” by acquiring multiple Carry Permits in case Reciprocity Agreements change.

My Wife and I have Carry Permits from Maryland, Pennsylvania, Washington D.C., Utah, Florida, Maine, Connecticut, New Hampshire, and Rhode Island. We are in process for our New Jersey and Massachusetts Carry Permits. We chose these particular Carry Permits to maximize the States/Jurisdictions we can carry.

STEP 1 Fill out online PDF Permit Application and print (4) copies.

If you can't get this information leave it blank and add it when you submit your application to the NJSP.
• Three (3) references are REQUIRED. The references must sign each copy of the application with ink. This may require shipping them back and forth depending on where they live. References CAN reside in ANY State, but they CAN NOT be related to you by blood or marriage. They do not have to be present when the application is notarized. The NJSP will call your references. If your references don't answer your application will be delayed.
• Proof of Identification and Citizenship. You must supply proof of identification and Citizenship. (Driver’s license and birth certificate or Passport / naturalization paperwork / green card).
• Some may tell you a NJ FID (Firearms Identification Card) is necessary to apply for a NJ Carry Permit. That may be true for a NJ Resident, but a FID is not required for a Non Resident to apply for a NJ Permit to Carry. If you want to get a FID, I have included instructions below.

STEP 2 Complete and print one (1) Mental Health Release. (Must be Form SP066 Revision 7/19)

STEP 5 Written Proof of Firearm Ownership of Handguns you intend to Carry:

• Ownership can be a purchase receipt or permit to purchase or a notarized letter of ownership listing the make, model, and serial number of the handgun(s) you intend to carry in New Jersey. You only need one copy of this form and this form must be notarized. I attached a form I created if you want to use it:

STEP 6 Class to show familiarity with safe handling and use of Handguns.

• You only need one proof of training form. $50-$200 (Cost can vary)
• The NJSP has not listed specifics as to what classes are acceptable, so I have listed the NJ Statute below.
• What constitutes safe handling of a firearm under New Jersey law?
• Safe handling of a firearm is an objective standard met by meeting the requirements of N.J.A.C. 13:54-2.4(b).
• Each applicant shall demonstrate a thorough familiarity with the safe handling and use of handguns by indicating in the space provided therefore on the application form, and on any sworn attachments thereto, any relevant information. Thorough familiarity with the safe handling and use of handguns shall be evidenced by ONE of the following:
• 1) Completion of a firearms training course substantially equivalent to the firearms training approved by the Police Training Commission as described by N.J.S.A. 2C:39-6j; (I HAVE ATTACHED TWO VERSIONS OF THE TRAINING FORM BELOW IF YOU WANT TO USE THEM AS A TEMPLATE - PRINT 1)
• 2) Submission of an applicant's most recent handgun qualification scores utilizing the handgun(s) he or she intends to carry as evidenced by test firings administered by a certified firearms instructor of a police academy, a certified firearms instructor of the National Rifle Association, or any other recognized certified firearms instructor; or (I HAVE ATTACHED THE TRAINING CERTIFICATE BELOW IF YOU WANT TO USE IT AS A TEMPLATE - PRINT 1)
• 3) Passage of any test in this State's laws governing the use of force administered by a certified instructor of a police academy, a certified instructor of the National Rifle Association, or any other recognized certified instructor.
• Any/All Qualifications must be within six (6) months of application and must also be obtained from a Certified Firearms Instructor. The written certification must include the Instructor’s name and certification number, make, model, caliber and serial number of each handgun(s) you intend to carry in New Jersey.
• 2C:58-4. a. Scope and duration of authority. Any person who holds a valid permit to carry a handgun issued pursuant to this section shall be authorized to carry a handgun in all parts of this State, except as prohibited by subsection e. of N.J.S.2C:39-5. One permit shall be sufficient for ALL HANDGUNS OWNED BY THE HOLDER thereof, but the permit shall apply only to a handgun carried by the actual and legal holder of the permit . Criminal Code 2C58-4 (a) States one permit covers all guns owned by the permit holder. However Under NJ Administrative code which is 13:54-2.4 it states. You need to show proficiency and qualification scores with the handgun(s) you intend to carry.

STEP 7 Notarize all 3 Permit Applications and the 1 Written Proof of Firearms Ownership Forms.

• NJSP may require RESIDENT Applications to have a raised notary stamp must be raised, but NON RESIDENTS Applications only need a INK Notary Stamp.

STEP 8 Call or Email to schedule an appointment to submit your Carry Permit Application at your closest NJ State Police Barracks.

• My Barracks wants you to email them and schedule an appointment to turn in the application.

Non Resident Rhode Island (Currently May Issue or Shall Issue - Depending on County)

• Can only carry handguns in the caliber or smaller of the one you qualified with.

The Application Process and Fees for a Non Resident Rhode Island Permit can vary depending on where you apply. Attorney General Permits are May Issue and have a fixed price whereas Local Departments can vary between $40 and $340. Some Departments are Shall Issue and some are May Issue, so do your research before selecting a Department. Some Departments require you to apply “in person”, yet some have a “mail in process”. The Departments who allow “mail in applications” charge on the high end of the spectrum, whereas the Departments who require “in person applications” charge $40. Basically, if you choose a Department that allows “mail in”, you pay for that convenience. Rhode Island Statutes say the maximum fee allowable is $40, but not all Departments follow the Statute. Some Departments refuse to deal with or accept Non Resident Applications. If you want to save a trip to Rhode Island, Johnston P.D. does accept “mail in applications” for $340, but you will have to submit fingerprints and a passport photo in the Application.

• We chose the East Greenwich Rhode Island Police Department, but I must caution you, E.G.P.D. only accepts 25 Permit Applications a month and East Greenwich Resident Applicants get priority. After all interested East Greenwich Residents have gotten their interview appointments, the remainder are given to qualified Non Resident Candidates on a first come, first served basis. Due to the extremely large number of people trying to secure those remaining Interview Appointments, E.G.P.D. has created a call in process once a month @ 9 A.M. EST, where callers can leave their information and the E.G.P.D. will schedule in Person Interviews for the following month on a first come, first served basis until the month’s calendar is full. It’s a phone lottery and may take several months to successfully grab an Appointment. Departments who offer a “mail in” option do not have a phone lottery, so again you have to carefully decide which route to take.

• The Renewal Process varies from Department to Department and Agency. Our understanding of the E.G.P.D. Renewal Process is unknown at this time.

Carry/Self Defense Insurance Annual Cost $700 for 2 years (Cost varies)
Self Defense Insurance is not required but it’s wise if you can afford it. Some States do not allow Self Defense Insurance.

There are other great Non Resident Permits such as Texas, Arizona, Virginia, and West Virginia, but we felt they were unnecessary based on our existing Permit Overlap Coverage.

Due to Reciprocity Agreements, the above Carry Permits allow us to Carry in 44 States, and Washington D.C.

Currently, we can’t get Permits to Carry for HI, NY, and CA due to May/No Issue/Non Resident Policies. That should change due to the NY/BRUEN SCOTUS RULING. At this time, we can’t Carry in Colorado because they don’t honor Non Resident Permits, and they don’t issue Permits to Non Residents. We can’t get a Permit to Carry in Oregon or Illinois because they only issue to Non-Residents of “particular” States, and Maryland Residents are not one of them. Hopefully the SCOTUS Ruling will force changes.

When you add up all the above, which does NOT include range time/practice, photocopies/digital scanning of required documents, Time away from work/family, we have spent $7626.00. This averages to approximately $10.00 per day for my Wife and I to Carry in 44 States, Washington D.C, and (possibly) Puerto Rico. That’s $300.00 a Month or $3600.00 per year!

$7626.00 is not a typo. That number does not include the cost of our carry firearms, firearm purchase licensing/paperwork fees, or our carry equipment.

IMPORTANT NOTES:

• The Gun-Free School Zones Act (GFSZA) of 1990

The GFSZA states that a person cannot legally carry a firearm within 1,000 feet of a school zone, however, persons with a state-issued concealed-carry permit are an exception. Any person convicted of illegally carrying a concealed firearm in a school zone can result in a $5,000 fine and up to 5 years in prison.

• For the States that our permits are not valid, here is some information that may be useful:

Illinois
Handgun Vehicle Carry IS LEGAL for a Non Resident as long as they have a Carry Permit from their HOME State (Resident Carry Permit). You CAN NOT leave the vehicle with the handgun
Some local jurisdictions within the state, such as the City of Highland Park, have enacted local ordinances that restrict the possession and sale of "Assault Weapons".
The process for an Illinois non-resident to transport their firearm legally in Illinois is similar to that of a resident, however there are also some differences. The first difference is that the non-resident does not need a FOID card. In fact most non residents aren’t even aware of what a FOID card is. Essentially it is a card that says you have passed a background check, similar to the National Instant Check System (NICS) that anyone who has bought a gun has undergone. The difference is Illinois residents need this card on their person at all times they are in possession of firearms or ammunition, non residents do not.
For purposes of transportation, the non-resident must adhere to the above described criteria of broken down in a non functioning state, OR not immediately Accessible, OR unloaded and enclosed in a case.
It is important to note that the case does not need to be a separate case for the firearm and the ammunition. It is also important to note that the case(s) need not be locked. There is some mis-information surrounding this topic and I believe that confusion arises when we discuss the federal Firearm Owner Protection Act (FOPA) which states for federal transportation purposes the firearms and ammunition must be in separate locked cases. Illinois does not have this requirement.
The Illinois Firearm Concealed Carry Licensing Act states:
(e) Nothing in this Act shall prohibit a non-resident from transporting a concealed firearm within his or her vehicle in Illinois, if the concealed firearm remains within his or her vehicle and the non-resident:
(1) is not prohibited from owning or possessing a firearm under federal law;
(2) is eligible to carry a firearm in public under the laws of his or her state or territory of residence, as evidenced by the possession of a concealed carry license or permit issued by his or her state of residence, if applicable; and

There have been arrests of non residents for carrying their firearms within their vehicle. If you are a non-resident and choose to carry your firearm concealed within your, you may want to consider printing a copy of the Illinois Firearm Concealed Carry Licensing Act, compiled statute, and keep it in the vehicle with you.

Oregon

Local governments can ban open carry at government buildings and public property (such as Parks). Signs must be posted at each public entrance.
29-11.7-104 Regulation-Open Carrying-Posting
A local government may enact an ordinance, regulation, or other law that prohibits the open carrying of a firearm in a building or specific area within the local government's jurisdiction. If a local government enacts an ordinance, regulation, or other law that prohibits the open carrying of a firearm in a building or specific area, the local government shall post signs at the public entrances to the building or specific area informing persons that the open carrying of firearms is prohibited in the building or specific area.
Many Colorado municipalities ban open carry to the fullest extent of the law. While areas such as public streets and sidewalks generally cannot be designated 'no open carry' zones, "specific area" is broadly interpreted to include parks, trails, and public plazas.

You can save on hundreds if not thousands on training if you find Instructors who offer COMBINED or ADD ON Classes. Plan your trips and training out and you will save a lot of money. Here is my advice to save money and minimize wasted trips/time:

• Step 1

Contact the Connecticut State Police, Johnston Rhode Island Police Department, UTAH BCI, Florida Department of Agriculture, and request handgun permit application packets. They will include the forms and fingerprint cards you need.

• Step 2

Download and Print Applications from Washington D.C., New Jersey, Maine, and Massachusetts

• Step 3

Take a combined MD/DC Class (This Class will cover, MD, D.C, in addition to FL, ME, and ONLY the training portion of RI) $400

• Step 4

Take a MA LTC-002/NRA Basics of Pistol Shooting Class (Covers MA, CT, and NJ Class Portion with the proper Document) $150

• Step 5

Take a UT Class (One of the above Classes may offer this as an “Add-On Option”) $50

• Step 6

You will need a SEPARATE LIVE FIRE Qualification to apply for the RI Permit. (One of the above Classes may offer this as an “Add-On Option if you have the proper documents”) $50

• Step 7

Wife and I have to renew for MD, D.C., and MA.

Total for these renewals ran us an additional $1065.00.

This covered the renewal classes, class/qualification ammunition, postage, and money order fees. Travel for the training class wasn't factored in.

I can't update the O.P. but the NJ renewal process is now completely online. It will require a new/updated training class (only available in NJ), digital passport photo, SBI #, and fees payable via credit card. Saves a bunch of trips back and forth to NJ.

Grrrrr. Can you imagine if they made you go through all this for your 1st amendment rights?

When I applied for my NJ permit, I was able to go to a local NRA instructor for the live fire qualification. I see that is no more. Can you recommend a place to go for the renewal training?

I haven't locked down a NJ approved trainer yet but once I do I'll try to update this thread, and my NJ Carry Permit thread if the site owner Kevin helps me out.

Many of the well known ranges in NJ are really milking the new training requirement. Much has to do with the holster draw portion of the training requirement.

For example one well known range in NJ requires you to have an NRA Basic Pistol Class before you can take the Holster Draw Class. You can't take the NJ Qual or Use of Force Class without the Holster Draw Class. They expect people to take 3 Separate Classes to get "trained", instead of making it ONE Class. It's absurd.

Was your NJ Permit issued before 12/22/2022? If it was you don't have to requalify until you next permit renewal time. If it was issued after 12/22/2022 then you likely have to take the "New Training" before 10/1/2023 to remain compliant.

If you do Facebook there is a great NJ Gun Group called "New Jersey Firearms Owners Syndicate". Lots of good people there and lots of good information. It's where I stay up to date on NJ Laws.

I DON'T think YOUR understanding Marbury v Madison case correctly. The case didn't/doesn't allow CITIZENS to ignore OR determine onesself any current law that's Constitutional or Unconstitutionalon that's on the books. That's what we have the Judicial system for, for the COURTS TO determine if they are Constitutional or Unconstitutional. The ruling means the COURTS will then determine the consitutionality of them AND they ALSO have the power to strike down the laws and statutes they find violate the Constitution. Well, I can't say I am surprised. These anti's dont understand that good people do not endanger them and only want to protect themselves.

The new Massachusetts legislation hasn't passed to my knowledge yet, but it likely will. Not sure if it will invalidate current non resident permits or prevent renewals.

The bill also mandates registering all handguns and feeding devices. I believe it calls for serialization of feeding devices as well.

I'm sure the law will be nuked but I'm not confident it will happen in a speedy way.

Whats the lessons learned? If you have any articles to share I’d be interested in reading them. I find it frustrating my right to protect myself and my family is so restricted.

LEOSA is the only universally recognized way to carry in some states. I find it amusing the protection details we offer to some of our elected officials who refuse to recognize our rights to protect ourselves.
