    WASHINGTON (7News) — In the wake of a shooting incident in Southeast D.C. Wednesday morning that left three police officers shot and another injured, D.C. Police Union Chairman Gregg Pemberton issued a call for action to address the safety concerns of law enforcement officers.

    During a press conference after the shooting, Metropolitan Police Department (MPD) Chief Pamela Smith said D.C. crime is not out of control.

    According to MPD's year-to-date crime comparison, crime is down in the District compared to this time last year, and there have been 113 cases of assault with a dangerous weapon so far in 2024.

    "I think we have a group of individuals who do not respect law enforcement authority," Smith said. "Officers were where they were supposed to be, doing exactly what we need them to do. And we will continue to do that."

    7News asked the police union leader if he thinks the Omnibus Crime Bill is going to help police officers.

    Pemberton told 7News that the agency is "short 500 police officers because of the city council's comprehensive policing and Justice Reform Act, which completely eliminates police officers' rights and undermines their ability to do their job."

    Pemberton said the original version of the bill was very helpful for the officers but said the positives were eliminated after several amendments were passed in the first reading.

    "So once again, the city council has decided to act in favor of the activism, in favor of the criminals, and decided to leave the victims and the police officers out of it," Pemberton said.

    Voicing frustration, Pemberton called the council to take action to improve their safety as well as the community. He added that officers don't want to work for a council that treats them like "garbage."


    "We're here we're gonna be here for the police officers and the police officers gonna be here for the citizens, we're gonna go out, we're going to do our job. We're going to try to keep these neighborhoods safe, as safe as we can. It's just impossible for us to do our jobs under these kinds of conditions that the council has created," Pemberton stated.

    During the Wednesday press conference, Smith only spoke on one portion of the bill that she hopes will be passed.

    "The penalties for folks that are just discharging firearms that do not have a right to do that is very challenging for us," Smith told reporters. "So I'm asking that we certainly do everything we can to pass Secure DC, especially the portion of that bill where we need to increase the penalties for firearms."

    7News has reached out to several D.C. council members to request a comment following Pemberton's interview. D.C. Council Chairman Phil Mendelson replied with this statement:

    “This shooting is terrible and reminds us that there is a long way to go to reduce gun violence. But trying to draw a link between this incident and Council legislation is complete nonsense," Mendelson said.

    WASHINGTON (7News) — With three officers shot at work on Valentine’s Day and one more injured in the line of duty, the D.C. Police Union Chairman Gregg Pemberton had some choice words for city council members.

    He said officers don’t want to work for a council that treats them like, “garbage.”

    7News reached out to all 13 members of the council Wednesday. Five responded to our request for comment on Pemberton’s critique. Only two had a response as of the time of this post.

    Pemberton said the council’s comprehensive policing and Justice Reform Act is to blame for the Metropolitan Police Department’s understaffed department, claiming it, “completely eliminates police officers’ rights and undermines their ability to do their job.”

    The union chairman believes the bill's original version was initially beneficial to law enforcement officers, but those points were taken out of it following several amendments passed in the first reading.

    D.C. Council Chairman Phil Mendelson provided the following statement:

    “This shooting is terrible and reminds us that there is a long way to go to reduce gun violence. But trying to draw a link between this incident and Council legislation is complete nonsense.”

    Ward 7 Councilmember Vincent C. Gray’s office responded, “Councilmember Gray introduced legislation to restore MPD to 4,000 officers. The police union supports his legislation.”

    Here are the responses from the three other councilmembers to the critique by the union:

    • At-Large Councilmember Robert C. White, Jr. – passes on providing response
    • Ward 2 Councilmember Brooke Pinto – agrees to an interview when available

    • Ward 6 Councilmember Charles Allen
    • Ward 8 Councilmember Charles Allen
    Mayor Muriel Bowser mentioned the hard work of police officers while at a scheduled Valentine’s Day event, stating, “It goes to show you how important it is to support our police, to make sure we are hiring the best of the best police, to make sure that as a community that if we see something wrong, that we are calling on MPD.”

    “Because MPD is going to show up for us every single time," she said.

    The mayor did not take any questions from the media at her event the day multiple officers were injured on the job. Pemberton solely laid blame on the council members for revisions to the crime bill that he believes impact officers in a detrimental way.

    Best to just proscribe areas where this stuff goes down, and let the locals work it out themselves, as they're exempt from the enforcement of laws the rest of us must adhere to.

    I understand there are similar law-free areas in major EU and UK cities; different demographics, but the same hands-off policies are promoted by the political leadership.

    Her son’s criminal behavior began when he was charged with simple assault and robbery for an incident at a DC Metro station last June. Since then, the teen has had at least eight different custody orders for violating the terms of his release. He has repeatedly run away from home or the Youth Shelter House, which is a monitored group home for teens awaiting trial. As a teen with a first offense only, he was rarely held at Youth Services Center, a locked down facility for juvenile offenders.

    My story is not unique. In fact, since the new law passed in 2021, those released under the Juvenile Restoration Act have a ZERO percent recidivism rate in Maryland. I am simply one of many returning citizens who are now during phenomenal work in the community.

    "It’s a problem many of the drug stores are dealing with. Police across the area are issuing warnings to thieves but as the crime continues, residents are wondering what, if anything, can put a stop to the thefts."

    You'd figure these thugs would run into someone who's conceal carrying at some point given the number of permits DC's been issuing. I'm surprised it hasn't happened yet/more often.

    The chief said the man called 911 after he shot Karon and was administering CPR when police arrived. He said the man is among the roughly 34,000 District residents legally registered to possess a firearm in D.C. and one of the roughly 12,000 with concealed-carry permits.

    Curious what the number is now.
