Because the MSP was tired of constantly having to answer questions over the phone about what's legal or not. Unfortunately, their solution was half-assed and gives out incorrect information.

If these guys were on the ball and doing a good job, it would be a useful (albeit non-binding) opinion website.

He means all that really counts is the law itself. MSP can interpret it, but a the end of the day the true meaning of the law will be decided by the court.
