    The law says an ffl. It does not specify it has to be a MD ffl.
    Interesting, I just re-read the law. The last version I read required record keeping by the FFL which inherently would require a 77r (no out of state handgun transfers). Now it is just a FFL licensed to engrave and registering the firearm with the Secretary of State Police.
    I already destroyed the frame of a P80 and parted out the remainder of the parts (.357 Sig barrel, spring and mags are still in the classifieds)

    The effective date is not until 1 June so you can still buy one of those things

    That is not correct. Beginning 1 June
    A PERSON MAY NOT PURCHASE, RECEIVE, SELL, OFFER TO SELL,
    OR TRANSFER AN UNFINISHED FRAME OR RECEIVER UNLESS IT IS REQUIRED BY
    FEDERAL LAW TO BE, AND HAS BEEN, IMPRINTED WITH A SERIAL NUMBER BY A
    FEDERALLY LICENSED FIREARMS MANUFACTURER OR FEDERALLY LICENSED
    FIREARMS IMPORTER IN COMPLIANCE WITH ALL FEDERAL LAWS AND REGULATIONS
    APPLICABLE TO THE MANUFACTURE AND IMPORT OF FIREARMS.

    The 1 March 2023 date is simply about possession.

    Any "unfinished frame or receiver" that is acquired (PURCHASE, RECEIVE, SELL, OFFER TO SELL,
    OR TRANSFER) beginning 1 June needs to be serialized.

    Yeah, um...no. NFA engraving is entirely different from what the state wants, which may require the FFL to enter the firearm in their bound book. Which, until ATF changes their fickled little mind, they do not have to do when engraving NFA items.

    I meant that anyone already doing NFA engraving commercially is already an FFL with engraving equipment and could physically do it.

    The enrolled bill doesn’t require FFL logging, just MSP registration, though it doesn’t say who has to file the MSP registration. I guess we’ll see once the regulations are created.

    True, but any you already own don't need to be serialized until March.

    The Democrats in Maryland continue to ignore Federal laws in things like immigration . They set a great example.

    I’m glad I escaped the collective farm before this happened. Maybe I can offer some storage options for unserialized arms that folks would like to keep out of Marylandistan’s view.
