This thread (and others) remind me of an unstable individual who's shouting at himself all day. This is not normal or rational behavior and can be a precursor to actions that end up in the news.

I'm pretty sure he was referring to the trollerific turn the thread took a few pated back, and not its original intent.

How well does Maryland report mental health records to NICS? If not very well, I would want that shored up first and foremost before there is any discussion on UBC. Then, and only then, I would be alright with NICS across the board IF the HQL is dropped. I would even propose that for a first time gun owner on welfare, that the state pick up the first NICS check and pay the FFL a reasonable fee. We make sure that the mentally ill in Maryland cannot obtain a firearm very easily, because all law abiding gun owners would comply with the NICS check requirement for the seller, and we take care of the poor too that cannot afford to pay for a NICS check, much less jump through the hoops and cost of an HQL.
On the national level, it was my understanding that a registry could not be created from NICS, but I saw an e-mail notification earlier (cannot remember if it was from this thread or another) that stated NICS very well could be used for a registry. That will be something I need to research tomorrow night so I can be more informed on the matter.
You didn’t qualify this before. You simply said that you were ok with UBCs covering secondary sales. I can pull the quote, but I’m pretty sure you know what I’m referring to. Maybe it was said in the heat of debate, and you didn’t quite mean it that way.
Ok, now that you are not ok with incrementalism, and want something in return for UBCs, how do you mechanistically achieve this in Maryland? What cards do we hold or levers can we pull? Are you (or like minded individuals) able to rally sufficient numbers of people to your side to do this so the other side will sit down with you? With the overwhelming support that you cite for UBCs, this must be easy. Many reasonable proposals are floated in the MGA to make current restrictions less onerous that die in committee and don’t even receive a floor vote. I think the very realistic concern is that (1) you will cede rhetorical ground with the proposal resulting in the argument that even the most ardent 2A supporters think NICS checks on secondary long gun sales are fine (I don’t - I’d love to see convincing data that this benefits the public) and (2) you’ve now made it easier for them to argue that their proposal to do NICS checks on temporary loans is valid as well.
With regards to sitting down with the other side, I don't believe anyone has approached MOMs or MDGV to go after this together.
As for what power do we have, it depends on how involved people want to get and the amount of time they want to invest. But my suggest would be to start with 13 simple rules from Mr. Alinsky on a small scale in a handful of legislative districts. We don't need money to have power, we need bodies and time.
It isn't "incremental" if you give something in return for something else. Definitely not incremental then.

It was fantastic to talk to Americans from all over the country visiting Washington, as well as foreign visitors very interested in our message.
What a great reception we received talking with regular folks about how we will not comply with new gun laws in Maryland; we encouraged them all to take this freedom message back to their home state to fight infringements there and to restore our Second Amendment.
What a day to be in front of The White House to showcase those messages on signs, with our Patriot Picket banner and our Maryland Patriot flags flapping in the breeze - - roll the video!
Possibly throw in harsher prison sentences for violent criminals in return for UBC.
