To get the provisional ballot, I believe you must tell them you tried to switch, mailed in a change form, etc and had a problem.

If you say you just want to switch from Independent / Unaffiliated to Democrat they will not give you a ballot.

That's what the B. O. E. lady told me anyway.

I DINO-voted against everyone that needed to be voted against. I also did not vote for the incumbents who are running unopposed so that hopefully their unopposed totals are sufficiently to to give them something to think about between now and November.
