I think a lot depends on the Trooper working on your case as well. The Trooper who did mine appeared to be very pro-2A, and did all he could to point me in the right direction. He told me that the powers that be generally base the decision to issue on the recommendation of the Trooper. He was very helpful, even recommending a few tactical pistol courses he would recommend I look into. I have heard that others had troopers who were not so interested in their getting permits. I don't think you will get a straight answer regarding the amount of money you need to carry to get a permit. I believe equipment counts as well, if it is something worth stealing. In my case, narcotics are my golden ticket. I occasionally make house-calls, and carry narcotics in my bag.
