    Trying to pass something which overrides the home state permit would be problematic IMO.
    I suppose you are right, "states rights" and all. We just happen to be unfortunate enough to live in a state that would be better off with anyone other than our elected officials making decisions about our rights.

    LEOSA already tramples, oh excuse me supersedes, on a state's rights to regulate/prohibit carrying by former LEO as a protected class. Why can't the federal government treat us commoners the same way? No, I do not want to debate federalism, state sovereignty and the like, as the horse long ago left the barn. Fundamental and Constitutional rights ought to be applied universally to all.

    “(a) Notwithstanding any provision of the law of any State or political subdivision thereof (except as provided in subsection (b)), a person who is not prohibited by Federal law from possessing, transporting, shipping, or receiving a firearm, and who is carrying a valid identification document containing a photograph of the person, and a valid license or permit which is issued pursuant to the law of a State and which permits the person to carry a concealed firearm, may possess or carry a concealed handgun (other than a machinegun or destructive device) that has been shipped or transported in interstate or foreign commerce, in any State, other than the State of residence of the person, that—​



    as is normal for this kind of law, doesn't help us at all, except perhaps embarassing the GA to allow us to carry since people from other States would be able to carry.


    But I won't hold my breath.

    I suppose you are right, "states rights" and all. We just happen to be unfortunate enough to live in a state that would be better off with anyone other than our elected officials making decisions about our rights.

    Under HR.986 ironically Maryland residents, with a non-resident FL VA UT etc. permit, would be able to carry legally in every state (including DC) except Maryland. The plus side to this is that it maintains an incentive for residents of a state to fight to get and keep a shall issue and/or constitutional/permitless carry law in place in their home state.

    Personally as a pro-gun DC resident I'm all for this law. If passed it would prove my point to these left wing socialist nitwits as to why I do all of my shopping and business in Virginia and now Maryland.

    I have a MD, VA, & PA permit (and some others), and I agree with you. I'd love to carry in DC. I may extend my business to DC and apply there as well but if I could just carry in DC on my MD permit even better.

    I'm all for states rights, but we are talking a fundamental civil right here.... I love how the libs pick and choose what civil rights they believe in, which of course has been discussed ad nauseam here. What I am really interested in is why are the Republicans NOT using trade-fast track authority for some leverage with Obama on this bill, or what I believe should be a more comprehensive bill to restore our civil rights? With the right wheeling and dealing, and some background check concessions by us, I could see Obama signing this bill or something similar. One of our fundamental civil rights doesn't seem to be a priority to our now R overlords. They can pass bills all day and night repealing Obamacare, but seem to be unmoved by the trampling of the constitution on a daily basis.

    I don't think so. State residents must comply with resident requirements, but you can honor out of state permits. Not every state has the exact same requirements for driver's licenses, but they are honored nationally.

    Disqualifiers are slightly different state to state, just like emissions are. But people don't go to other states to obtain driver's licenses. I think you kind of made my point.
    What that scenario would do is create a race to the bottom for cheapest permits. Ideally this would be home state permits only, but since a few states' permits are almost impossible to get, and VT doesn't have any, this is why it's written this way.

    Not only that but when MD(and NY/NJ/CA) residents learn that every other state's residents can carry there, maybe people will start getting off their butts and stop supporting the politicians in favor of may-issue.
