I've used mine at midway numerous times and it has saved me way more than the $30 that it costs for the license.

Midway is easy to setup, a few emails back and forth and in a couple of hrs I had a dealer account.

Still waiting on brownells......

My DC letter took approx 5 weeks. My bank notarized my application for free. (PNC Bank)

Still waiting on the C&R. Approaching 7 weeks this coming week.

I had my app notarized by a local drop-ship business; I just googled around and found him a few blocks from the office. Not bad.

Not sure if this has been answered, but if you have this license does it mean you can purchase a firearm online without having to use a FFL. Would you be acting as the FFL and does the firearm have to be a C&R or can it be a new firearm?

You can purchase a firearm that meets C&R criteria, and it will be sent to the address on the license. You cannot purchase new firearms with an 03 FFL C&R.
