5-133 (b) and (c) which are disqualifications for possessing a regulated firearm and are existing law state:
There's nothing about under 21 in 5-133 (b) or (c).
5-118 and the section you quoted is existing law and relates to firearms applications for regualted firearms. 5-117 makes clear that said application requiring the information stated is required only for regulated firearms. So it does not apply to unregulated rifles and shotguns.
