What really is the point of an HQL?

    So, I just went and did another inheritance transfer of a handgun. Second one this year. This time I had an HQL, even though it's not required, but still had to fill out all the paperwork. Basically giving them all the same information that I had to give them to obtain an HQL other than the specific information about the gun. Seems like you should be able to just give them your HQL and model number/serial number of the gun, let them verify the gun and be done with it. So I guess any transaction you do involving a regulated firearm requires you do the same thing you did before the HQL requirement, so whats the point??? An extra $50 for the state? That's it? What am I missing?

    Just creating additional hoops for law abiding people. An extra $50 for the state, training, 1 shot at a range, fingerprinting etc. Then you do everything as before the HQL began with the purchase of a firearm.

    It's just another hoop for law abiding citizens to jump through. I personally think its just used as a deterrent to make it "too much hassle" for an on the fence buyer.

    That's really easy. The point is to erect as many barriers as possible to the purchase of handguns on the premise that handguns don't belong in peoples' hands. They would ban the purchase they could. The can't because of Heller and McDonald.

    My Army Vet bro was dead set against us getting into guns because of all the personal info we have to repeatedly give out. It's a very messed up system and seems to only really be about revenue for the state

    Exactly. Another deterrent. I know a few people who haven't bought guns recently simply because they don't want to go through the hassle or cannot afford the expense.

    More than just a deterrent ... it's a decades old fight in Maryland. O'Malley's father-in-law, Joe Curran, was a Maryland Attorney General that sought to ban private ownership of handguns ...

    there's a manifesto (article called "A Farewell to Arms") by him out there (that I've seen linked on MDS in the past) of how to accomplish this. As Esqappellate stated in the earlier post copied below, it's because of a SC decision that they've stopped short and erected a massive infringement that they claim is being done for public safety reasons (and at one level, is intellectually consistent, because they think that all guns in public hands are a menace).

    What happened is, they put in the requirement for an HQL, but did not change any of the requirements for a records check for each purchase.

    The records check has been around since the late 60s for handguns in MD.

    Now WHY they added and did not change or delete, it depends on your level of tin hat wearing. Could have been a plan, or like other things, could have been basic stupidity. :)

    Literally their agenda to make it as expensive and onerous a process as possible with the specific intent to deny as many people as possible, and undermine a Constitutional right. Simply put : gun control. That's the term the media has decided will get the most traction to politely infringe on the People's right.

    The point of the HQL is to prevent straw purchases and to save lives. According to Vinnie D-Bag it has already saved lives and prevented straw purchases. :rolleyes:

    I love the HQL because without it I never would have started building my own handguns and rifles! No serial numbers, no licensing, no fees, no fingerprinting, no classes, and no BS paperwork required!
