I applied for my permit March 16th. Got called yesterday. Seems like Mo CO residents are finally getting the calls. It may be sheer coincidence, but my gut tells me with the CA4 looming, they have once again started to try and lessen the backlog in case they lose.
With that time line I guess it will be a while longer. Thanks

Had my interview today with Trooper Bauknight at the Rockville Barracks. All of my references have spoken to the trooper.

Interestingly, this was Trooper Bauknights 1st interview. He told me that they had changed the forms recently, to process Handgun permits. He went through the original application and then pulled up a separate form on his laptop. It was basically a condensed form of the original application. Do I drink, do drugs, beat my wife etc... He then asked for my current permits, drivers license and any training certs. He also asked about my business and if that was the reason I was applying. I told him "no it is for self defense". Undeterred, he asked my about making deposits, carrying cash and materials. If there was anyone he could talk to who had done business with me and to talk to one of my employees. I gave him the contact info but don't know if he contacted any of them as of yet. He asked about threats, robberies ect.. I had one threat a year ago and provided an incident report number.

The Trooper was a young guy, very pleasant and professional. He seemed all for people getting permits but did say MD was very tight on handing out gun permits. I asked him how many interviews he had scheduled and he told me I was the only one today and that they were trying to only processing one application per trooper/per day.

Got a call from Rockville this am, as well. Trooper Steelman. My interview is scheduled for Wed, at 3 pm. They've only contacted one of my references, (my wife and the other 2 were unavailable and will call back tomorrow...).

Looks like MoCo is finally making the calls...

What I bolded in swinoker's post and Klunatic's post seems contradictory. Oh well, it's better than NONE per trooper/per day.

    I overlooked 2 questions

Do you carry large sums of money
What is a typical bank deposit?

I told the trooper my reason for my permit was self defense. I never mentioned G & S. Seems like they're adding reasons to an app or clarifying the lack of G & S.

4 weeks for a decision? Was your permit submitted with a G&S reason?

Nope, self-defense & personal preservation. I think it was just a number to make me feel better. We'll see. The Trooper was doing his job. And you know what, I feel bad. These guys should be out actually doing criminal investigative work. Not sitting behind a desk pushing paper. It really is wasteful to have people working on it. I know, moot point, but it's pretty sad when you see the frustration on the face of someone who probably supports 2A but has to go through the process because the state is not so "free" as they'd like people to believe.

Same here, but w/a different trooper, Trooper Steelman. He also asked about the business angle. Being a physician, I did mention that I always have an Rx Pad on hand, and that I do make cash/checks deposits on a daily basis, but that I was applying for self defense purposes. He asked "How Much?" He never asked about my employees...

He asked about any training I had, and what I planned to carry.

He asked about any threats, and If I'd ever been robbed, or threatened. I told him about an armed robbery attempt at a store I worked at in the late 70's...

I also gave him copies of my FL and UT permits (I could have sworn I sent them in initially, but he didn't have them), and copies of my 2 Tactical defense courses.

He also told me I should hear something in 90 days...

Finally had my interview ! (applied post ruling pre stay in March)

    Jessup Barracks

Turns out the original trooper handling my background investigation retired, and forgot to hand off all this cases. He also failed to perform any ref checks or employment checks. (stunning)

NEW trooper was great, and was in and out in 25 mins. He did ask if I owned firearms, but did not push further than that.

I did get an interesting piece of info regarding former / retired LEO's. Im a FORMER LEO and was told 2 years ago on a previous attempt that I did not have 5 years of experience, and then told by a Lt. of the permit board that I had 5 years separation of service. ( hard to apply when your over seas in A-stan)

The trooper yesterday stated that they dont really care about former LEO's. They only honor retired LEO's. He said that they should take the "former" part off because its kinda misleading. He was confused as to why they even put it on the app if they just deny it regardless.

    Oh well !

    Going from memory, there are two different programs applicable here;

The Federal program was instituted to force states, like Maryland, to allow retired and former LEOs to carry. The federal program is subject to certain terms and conditions imposed by congress. A lot of LEOs I have talked with are lukewarm to MSI's efforts because they think they will always have the option to apply and carry under the federal program. What they fail to realize is how restrictive the requirements are. Again, from memory, the federal program requires 7 or more years of service, plus a honorable separation, etc in order to be eligible.

If you get suspended while under investigation for false allegations (I’m sure this never happens) you have no carry rights in MD. If your agency refuses to provide you with an ID card, you have no carry rights in MD.

The Maryland program is a whole different situation. Here the State Police MAY grant some retired LEO's a CCW permit for a certain model of firearm, subject to annual qualifications, etc. and there is no guarantee it will be renewed.

Again, all this is from memory - but the lesson is that LEO's should support MSI for self serving reasons, not just MSI's defense of the 2nd Amendment.

I spoke to one of my references last night. He told me of an interesting question at the end of the interview.

The Trooper asked if he was the MDSP, would he issue me a permit. My friend said, "Yes, I would."

    The trooper asked him, "Why?"

It completely caught him off guard. What an odd question to ask...

I hope your reference retorted with "why not"...

Kinda reminds me of the not disapproved logic.
