If someone were to build it with a store bought lower receiver, would you still have to apply for a hql? How does 3d printing work into the build? I understand fully 3d printing is illegal but how much could you get away with?

A p76 (or p80 if you had one already) doesn't, but in Maryland you have to get it serialized.Pistol frame, even stripped, requires HQL, 77R, and 7-day not-disapproved MSP permission.
That is so retarded. My M17 has a dedicated pistol caliber receiver but had to wait 7 days...Dedicated pistol caliber receivers do not require 7 day wait, 77r, nor hql.
Does require 4473 and NICS though.

The only reason standard AR lowers are considered regulated and automatically(but shouldn't) come with the 7 day wait/77r is so they get assigned with a purchase date so no one can build them into a banned configuration.
