No, this ruling RE-DEFINES an long established definition of what constitutes a machinegun. The original definition IS clear and concise.
Trump, the NRA, and BATFE are laying the foundation that WILL allow future justification of redefining a "machinegun". Next step is they will use terms like acceptable "rates of fire", and ban light or short reset triggers. Next they will ban the ability to use detachable magazines and limit magazine capacity as justification to ban detachable magazine fed semi automatic firearms. All these things allow "high rates of fire" and can be called a "machingun" according to this new and vague interpretation.
Places like DC already do this with high cap mags and define them as a machinegun.
