Yes that is correct , Puerto Rico has went to Shall Issue according to Gary Slider and his website handgunlaw.us

And we are still sitting in a funk in Maryland :sad20:

Who would have thunk they would get their gun rights before us.
The reasoning was spot on also. Due to mounting crime and killings they realized that their citizens needed a way to protect themselves.
Only thing I don't like are the fees added to this. If I recall from what I read the initial application would cost $200 then after 4 or 5 years they would renew at $100 good for the original time frame. They also are allowing the permitting process take up to 45 days then getting it to 30 days once they work out the process.

The best part, PR will recognize a valid carry permit from any US state or territory. My wife and I spend much time down there so to think as of 1 Jan I can travel w my firearms and carry while down there is amazing

Typo? RI basically is shall issue.

RI is a little convoluted. If you live in a city or town the Sheriff or local police issue permits and by law are Shall Issue as we know it, although there are a lot of hoops to jump through. Notarized reference letters, etc....

If you are a non resident who owns a business or a residence or live in a jurisdiction that is not subject to local police authority the Attorney General issues permits and they, by statute, are May Issue.
