I made a few calls to the Judiciary committee people who handle (our bogus) firearms process about getting more forms online. I am sure some others as well.
Good news, a contract at my council members office just let me know they finally put the Pd-219, while buried on the MPD site, is now online.
This doesnt matter much for handguns which have to go through the FFL in DC but for rifles and shotguns it now means you only have to make one trip to the MPD firearms office (on the tenth day) instead of a trip before purchase as well.

The validated PD-219 used to be your issued registration as well but we got them to issue cards instead a few months back.
It has also been revised and question as to "purpose" of the firearm has been removed.
