    The FFL holds the firearm and if he is willing, submits it to the MSP Handgun Roster Board. I had a Dan Wesson RZ10 10mm 1911 shipped to Engage. They graciously (and without charge) submitted in to the Roster Board. It was approved and then the transfer was completed.

    Of course you need to discuss all this with your FFL before purchase and having the firearm shipped to them..

    Just an FYI-the process is somewhat lengthy because after approval the additions must be published in the MD register for 30 days before being adopted. So your gun could sit for 60 days at the FFL depending on the date the Roster Board meets.
