    On 12/27 the cumulative total of applications since the implementation of SB281 is 4409
    Since the Licensing Division has started reporting the total number of regulated firearms applications received since the start of 2014 on their web site I will no longer update this section since simple addition of the reported number to this last number will get the approximate total since the inception of SB 281.

    TOTAL APPLICATIONS
    On 9/13 it was 94,127 Total Applications
    On 9/20 it was 102,001 Total Apps, increase in total of 7,874 in seven days or 1,125 apps per day
    On 9/24 it was 106,972 Total Apps, increase in total of 4,971 in 4 days or 1,243 apps per day
    On 10/02 it was 117,009 Total Apps, increase in total of 10,037 in 8 days or 1,255 apps per day
    On 10/04 it was 117,690 Total Apps, increase in total of 681 in 2 days or 341 apps per day

    EDITORIAL COMMENTS

    2/7 Comments. It appears as we approach the end the numbers are not jumping around as much which is how they should be, makes an interesting comparison with the earlier reports.
    2/14 Comments. The numbers are jumping again! They managed to find 6,850 additional applications but it appears that at least most of these were already processed because their processed applications rate was over 1,300 per day which is more than double their previously reported high. However, at the same time the backlog was reduced at a rate that was fewer than any of the previous 5 weeks. The Backlog Projection was calculated based on backlog reduction rate not Processed applications rate to prevent people still waiting from getting their hopes up the other way it would be (12 days).
    2/21 Comments. It looks like they didn’t find any more suddenly appearing applications.
    2/28 Comments. Nothing outstanding. Projections look like this will all be finished in about a month.
    3/07 Comments. Looks like things are slowing down at MSP. The slowest rate of application processing since December, the slowest backlog reductions since the January 3rd report and the Backlog Reduction number has hit a plateau, still 28 days remaining
    3/14 Comments. They keep finding more applications. The law went into effect October 1st last year, they started reporting new application as of the first of this year separately and so far this year have found an additional 7,598. Interesting they also processed 46 more applications than the backlog was reduced?
    3/21 Comments. It looks like it may be over this week. If they can keep up the present rate and if they don’t find additional applications they should finish the backlog a little after noon next Friday March 28, 2014. It has been an adventure.
    3/28 Comments. Last week I said “If they can keep up the present rate….” Well apparently that was too much to hope for because the MSP has slipped to a new all time low of 26 applications completed per 21 hour work day. Since we have not heard they have cut back on hours since the MSP news release from September 2013 they are working “….21-hour-a-day, seven-day-a-week….” or 147 hours per 7 day week. That news release also mentioned they had doubled the size of the division and since that time I believe they did additional hiring. At the same time they were able to process 659 new 2014 applications or 94 per day. So in a 147 hour work week the entire division was only able to process a total of 814 old and new applications. During the week of 2/14/2014 they reported completing more than 1,304 per day and now a little over a month later they can not process less than that daily number in a full week? The backlog I thought would be clear in a week has again slipped it’s projection out to over 3 months.

    The number seems to imply there is only one Trooper working on this now.

    Funny they don't have press releases when they cut staff. If in their opinion only one trooper is needed to process applications then in my opinion we need to reduce their budget by an corresponding amount. Lets see if they were able to process 1,304 applications per day with their previous budget and now can only process 26 per day then the new budget should be 1.9% of the old budget. Legislature take the Licensing Division allocation for last year and multiply by 0.019 to get this years budget. That should help prevent new taxes in an election year.

    My wife received not disapproved on 3/25. Submitted 9/25/13. Painless this time as she purchased from me...

    There are actually places not releasing after the 7 day window?!?!? Time to find a new FFL buddy. I just put an app in for a new toy bought off gun broker this past Thursday and was told don't even wait for the call come back in a week

    Current 2014 applications have no backlog only the ones they still haven't processed from last year are supposed to be in the backlog according to the MSP web site.

    I put in a purchase order 77R two Fridays ago and had not received a response as of this past Saturday. Some other apps we put in came back in two days.

    The following is a cut and paste from the Maryland State Police Licensing Division Web Page copied a short time ago today.

    Regulated Firearms Purchase/Transfer Status

    The Firearms Registration Unit has completed the processing of 2013 Applications and Affidavits to purchase a Regulated Firearm. If you have not received the status for your 2013 application and you purchased the firearm from a licensed Maryland firearm dealer please contact the dealer who should follow the written procedures provided by the Maryland State Police. If your 2013 purchase was a private sale, please contact Corporal Thomas Heath at 410-865-3928 or Corporal Joseph Durkee at 410-865-3927 for your 2013 application status.

    Any fax inquiries regarding any 2013 application must be sent to 410-865-4450. The Maryland State Police thanks every citizen and Maryland Firearm dealer who worked with us during this very difficult time. Your patience and cooperation was and continues to be very much appreciated.

    Maybe they're reverting to their old way of doing business and keeping the numbers close.

    Wonder how the staffing will be adjusted now that the backlog is finished and application numbers have decreased dramatically.

    You may want to include in your question what are they going to do with all that additional ($$$$$$$) funding??? I'm sure they're going to go to the GUBNER and say we don't need this additional funding anymore.

    Of course they will.

    Oh, have no doubt they'll "spend the money wisely", just ask Dumais.. During the shell casing defunding discussion on the house floor last week, she didn't see a problem with letting them use their $$$ allocation as discretionary funding...

    Hey, maybe they'll catalog all the shell casings 8). They can make hand drawings, since the equipment is gone.

    Maybe they could use the extra staff to reduce the wait on sign offs for NFA paperwork. I'm currently at 4 1/2 months on 2 Form 4's for cans.

    Ridiculous.
