    I am still waiting for the handgun application that I gifted to my daughter the last week in September.

    I gifted my daughter a handgun, IIRC, 9/17. Still waiting. Interestingly enough, I sold my ex-wife a gun and paper work was done the same day and I received that paper work the first week in January.

    On 12/27 the cumulative total of applications since the implementation of SB281 is 4409
    Since the Licensing Division has started reporting the total number of regulated firearms applications received since the start of 2014 on their web site I will no longer update this section since simple addition of the reported number to this last number will get the approximate total since the inception of SB 281.

    TOTAL APPLICATIONS
    On 9/13 it was 94,127 Total Applications
    On 9/20 it was 102,001 Total Apps, increase in total of 7,874 in seven days or 1,125 apps per day
    On 9/24 it was 106,972 Total Apps, increase in total of 4,971 in 4 days or 1,243 apps per day
    On 10/02 it was 117,009 Total Apps, increase in total of 10,037 in 8 days or 1,255 apps per day

    EDITORIAL COMMENTS
    2/7 Comments. It appears as we approach the end the numbers are not jumping around as much which is how they should be, makes an interesting comparison with the earlier reports.
    2/14 Comments. The numbers are jumping again! They managed to find 6,850 additional applications but it appears that at least most of these were already processed because their processed applications rate was over 1,300 per day which is more than double their previously reported high. However, at the same time the backlog was reduced at a rate that was fewer than any of the previous 5 weeks. The Backlog Projection was calculated based on backlog reduction rate not Processed applications rate to prevent people still waiting from getting their hopes up the other way it would be (12 days).
    2/21 Comments. It looks like they didn’t find any more suddenly appearing applications.
    2/28 Comments. Nothing outstanding. Projections look like this will all be finished in about a month.
    3/07 Comments. Looks like things are slowing down at MSP. The slowest rate of application processing since December, the slowest backlog reductions since the January 3rd report and the Backlog Reduction number has hit a plateau, still 28 days remaining
    3/14 Comments. They keep finding more applications. The law went into effect October 1st last year, they started reporting new application as of the first of this year separately and so far this year have found an additional 7,598. Interesting they also processed 46 more applications than the backlog was reduced?
    3/21 Comments. It looks like it may be over this week. If they can keep up the present rate and if they don’t find additional applications they should finish the backlog a little after noon next Friday March 28, 2014. It has been an adventure.

    I'm also waiting on the paperwork for a handgun that I gifted to my wife during the same time period. What was disconcerting at the time was that I needed to explain to the trooper that gift transfers to immediate family members were immediate (no 7 day wait) and could have occurred 5 days prior to filing paperwork according to COMAR for which I provided him printed materials. After he made a phone call, he said that I was correct. Before this point he was saying we were too late and she would need an HQL to receive (this was a couple days prior to the MDSP advisory).

    The basic numbers come from the Maryland State Police as reported on the Licensing Division home page, down at the bottom:

    The calculations and projections are simple math, I could have made an error please post any corrections needed.

    The accuracy depends on what the MSP report and if you review the numbers closely you will see there are some anomalies, it would take an audit or legislative inquiry to get an explanation of why they exist. These are the only numbers we have to go on so anyone who has a problem should ask their questions to the MSP directly or enlist the assistance of their elected representatives.

    Gotcha, just wondering where those numbers came from. Well I hope I hear something this week! I'll probably call on Monday to check.

    Yeah, we are still waiting on the paperwork from two hand guns my wife's Dad gifted her & her brother from 8-26-13. Something is screwy with the numbers MSP is reporting.

    I just received ~ 100+ pre 10/01 apps back this week dating back to 06/05/13. A lot of the apps were completed by MSP L&R back in September and October and MSP FINALLY got off their asses and sent those completed apps back to me this week. Also there remain some apps still outstanding. MSP sat on a lot of the apps for MONTHS after completing them so I'm not in any hurry to process the apps on my end and return them; I'll work on this matter in my spare time while in the shop to get this done, NOT any additional hours (after scheduled hours) will be put towards this effort.
