I thought the folding stock on the mini makes that a banned rifle.

Incorrect. The mini 14 with a folding stock is banned. The mini 30 is not.
Also, the folding stock, in regards to the copycat feature test, is just fine, as this mini 30 has no flash hider and no grenade launcher.
