I related the story to him, at which point he became furious and told me that said gun dealer was full of it, lying to me so I called back and got nowhere. I finally told said dealer I wanted my money back, and I would purchase from someone else at which point he went off the deep end telling me there would be a 15% restocking fee....
Your brother is wrong. The law says a dealer MAY release after 7 days. It is the dealers choice if they wish to do so. Obviously they have chosen not to.
Canceling his purchase now is probably a bad idea. If he bought a banned rifle then he will not longer be able to make a purchase for one since the law went into effect today. Also any handgun purchase from here on out he will need an Handgun Qualification License in order to make that purchase.
If your father made the purchase with a credit card he can look into disputing the charges and getting his refund that way without having to pay the 15% restocking fee.
