No government will happily give up a tax base/power. The only chance of secession would be to convince the vast majority of American that anarchy is the best system and there is a fat chance of that happening any time soon.
Do you mean like force a county out of a state? Can't be done without the State's approval and another state willing to absorb it. There is some history where based on state boundaries land goes from one state to another when a river has a major change in its course of flow. I think this happened once with states that bordered the Mississippi river.
