    Is a HQL and fingerprinting required for a pre-Oct 1st 2013 firearm owner if I wanted to purchased a 22lr rifle?

    At this time, an HQL is only needed if you are buying some type of handgun.

    Also, if you owned a regulated firearm before October 1st, you are training exempt and just need prints and to complete the online application.

    That is a complicated question. It depends on what "the pre-Oct 1st 2013 firearm owner" wanted to buy, not what you wanted to buy. Are you the pre-Oct 1st 2013 firearm owner? A handgun can be purchased without the HQL depending on the handgun involved and the person buying.
