    Have any of you read the new policy rules posted on the HPRB web site? I found it to be interesting reading.

    Board’s Action Requirements
    Within 90 days after receiving a request for a review/hearing of the Secretary’s (of the State Police) action, the Board, at its discretion, may choose either to:

    1) Review the record developed by the Secretary of the State Police; or
    2) Conduct a hearing.

    Decisions of the Board are not final until a written signed decision is sent to the applicant or holder of the permit

    So now they can decide not to give you a hearing at all. I wouldn't call this progress.

    Exactly how DC appeals board works. It makes sense, unless you submit compelling argument that needs heard. Look at how many slam dunk prohibited persons file with HPRB. Waste of time for a hearing, if the facts are not in dispute.

    I like the last paragraph best.

    "The receipt of a decision letter is NOT the granting of a permit. Permits are issued by the MD State Police only, and unless an action for judicial review is initiated by either party, a permit shall be issued in due course from the MD State Police, when deemed appropriate."

    When deemed appropriate is pretty open ended.

    That's not a change its in the statute. The current Board has committed to give hearing to anyone that requests it
