    Chairman's point is that second offense of 4-203 is already automatically Felon in possesion.

    Witness in support. Concerns about discretion. Wants a notice requirement. 14.4.4.5 statute allows discretion.
    PG cop for - Bill gives tool to reduce crime. Thinks criminals will think twice if caught. Threw out a bunch of stats.

    All this actual violent crime, no wonder people want to carry firearms. Don't forget it is extremely difficult to get a W&C permit. This bill is not about getting after FELONS, they are already facing 5, 15, or life sentences for their crimes. This is a minor add on penalty that criminals don't care at all about, but will affect otherwise law-abiding citizens.

    Just carrying a firearm should not be a crime in and of itself.

    Carrying a gun is NOT a VIOLENT crime. I don't think some of these people understand this. Not everyone that carry's gun is a criminal.

    JHU witness says prior gun convictions is best indicator of future crime. Wow! Didn't know that. Supports mandatory sentences for gun crime.
    Now, a preacher up. Supports law. 7 year old child. Was being disobedient and hurt himself. Not sure what he's saying other than too much crime, need more laws.

    Delegate Kittleman suggesting that the state of MD get rid of "Good and Substantial" so that this bill would have little risk of effecting otherwise law abiding people, therefor making this bill OK.
