Since I moderate on another site I can sort of understand why they don't do this. Never-ending pissing matches would be started by friends of the banned, either wanting them reinstated or calling for others to get the boot constantly.

People should get better at reporting things that need moderation. I moderate a site for medical students. It is pretty tightly controlled. The people there report everything. It makes moderation a breeze.
