    I have few lowers sitting in my safe (both pre and post 2013). If I have to buy a PSA 300 Blackout pistol kit, can I use any of the post-2013 lowers? and can I pick 7 inch or 8.5 inch barrel length? Will it be MD legal, or do I need some stamp at some point. Sorry, have not been keeping up with the developments of 300 builds and MD laws since 2013. Any advice is appreciated.

    Following... im also in the process of building a AR pistol from various new and old parts. Would like the refresher on the legal boundaries of what i can and cant build.

    I am not a huge fan of PSA, but they are affordable. As long as you are building a pistol, you are fine with pre or post 2013 lowers. The pre's will continue to hold their value as such.

    If you were to build an SBR(see NFA) with a pre '13 lower, it would need to comply to the post '13 regulations because you would be "making" a new gun.

    How do you tell these lowers apart if they have been sitting in the safe for some time?

    Copies of the FFL transfer paperwork. The 4473s. The 77Rs. Assuming they're not faded.

    And people actually keeping logbook inventory of their lowers. Serial numbers, when purchased, where purchased, etc.
    Yes. That's why AR15 lowers are regulated. Paper trail.

    It's not like anyone will check you at a range. It's an add-on charge if you find yourself on the wrong side of the law, they can get you on a illegal firearm too.

    I'm sorry, but I have absolutely no idea where you're going with this.

    It's been explained twice and backed up once.

    Now back to the originally scheduled programming.

    The .gov that holds the records.

    State and local law enforcement don't usually enforce federal law, but federal usually enforces state statutes, especially where it concerns Alcohol, Tobacco, and Firearms. ;)

    There's not .

    But in some instances, such as this , it is * Advantageous * for them to do so .

    The thing that works in favor of PSA is availability and cost. I have enough lowers to play around with brands not endorsed by reddit, and if it really is that bad, I can build a better pistol when the components are available.

    A really dummy question, but a serious one - Why will you want to go with SBR and stamp?, when you can have a pistol kit shipped to your home, which makes your build shorted than 29".

    SBR gives you a legal butt stock.

    You're gtg with a PSA pistol build kit and blank lower. The lower just can't have been a rifle and had to be bought as either a pistol or frame/receiver. Here's my 8.5" psa. I see no point in SBRing braced pistols.
