    I appreciate the time and length of your response.

    At the beginning you say "Perfectly legal, once completed and a Serial NUMBER has been engraved."

    ...but before completed or before a serial number it is what? The word "once" confuses me. From my understanding an 80% or 100% but unserliazed is illegal. It's not like you can get an 80% finish it and ask someone to serialize it?

    For enforceability, how does a prosecutor prove you didn't finish it the day law enforcement discovered it?

    I was told by an FFL different information...no unserialized lowers of any kind.

    You're saying complete a build... not complete the milling on the lower? By that logic one could have many 100% lowers unserialized hanging out waiting for build parts?

    Ty! This would certainly change things in my mind.

    Not sure what you mean....the whole point is to register whatever gun or gun part that's required to be registered in Maryland with the state police, thus causing in this case a now finished 80% "ghost gun" to longer be a ghost gun and now be a Maryland legal regulated firearm. Same as a new "regulated firearm" gets "transferred" to me when I acquire it. I have an idea that you like to play word games.......

    The only "registration" is in the bound book of the FFL who does the engraving. Neither you nor the FFL sold the gun. If you later sell the gun, then it goes into the Md. sales registration.

    The receiver is what matters, not the additional components.
