    I wasn't there today.

    So during the legislative session, the live fire requirement to obtain a
    Handgun Qualification License was removed via amendment and through a vote.
    Maryland State Police, writing Code of Maryland Regulations or COMAR from the
    law that was passed and signed by the Governor added a live fire requirement after
    it had been voted out. This was brought to the legislators attention and they
    voted to keep the live fire requirement.

    Suddenly all of the legislators had amnesia today and couldn't remember that this was removed. They had the votes to get it back in by hook or crook with a straight 9-6 tally. Only had to take an hour and a half to get it jammed back in.

    Dumais even refused to listen to Smigiel quoting exactly when and how it got removed and by what vote margin.

    He shouldn't have stopped. If he had the amendment in hand and even offered to play the committee debate, it had a chance of penetrating their thick skulls.

    No, I feel this is better. The Panel allowed the MSP to over rule the delegates and senators voted legislation. It's just another bullet for the courthouse machine gun to kill this bill and maybe shakeup the COMAR process as well.

    I was surprised to see quoted in a couple news stories that the COMAR was the MSP's interpretation of the intent of the law, not the word of the law.
