I'd buy it. All you need are a few parts and you can have a rifle that is back in service condition. You need a new fore end, 2 top handguards with barrel bands, front sight protector, and a new buttplate. It would be fun to restore. Check to make sure the bolt matches the receiver first.
He's pretty firm on $100 b/c that's how much he paid for it when he originally got it. It was a closet gun for the time he had it (the thing was coated in dust). Since it gets Yellowsled's approval, that's good enough for me

Anyone have any experience with Apex Gun Parts (http://www.apexgunparts.com). I found this site while searching for Enfield parts and they seem to have a nice selection but I've never heard of them...
