Sounds like they're playing Bill Clinton's game..."Serpent Head" advisor James Carville said the strategy was to announce new initiatives on a regular basis for publicity and in doing so it gets airplay and the bad news doesn't get airplay...it made no difference whether anything was actually accomplished as that wasn't the point.
