Okay, so I'm looking into building an AR-15 over the next year or so a part or two at a time and as cheaply as possible. Used parts, whatever works. I currently live out in Washington County, but am planning to move this year, potentially (re:hopefully) to PA.
The way I understand it the only regulated part is the lower. That has all the usual background checks and such, but are there any special hoops to jump through in MD? Do I have to present a finished rifle for inspection of some sort?
Other than that, what manufacturers should I look at for a quality, but affordable lower? I know about Palmetto State Armory and Anderson's, Spikes, etc, but don't know if I'm missing a gem.
Uppers- what to look for, what to avoid?
Muzzle devices- Do they have to be pinned and welded? I've heard that and would like someone with experience to chime in.
Basically my goal with the initial build is to have a functioning AR. That's about it. I can upgrade triggers and such later if I feel that I need it.
Any and all wisdom appreciated. I'm not new to firearms or shooting, just to all the ins and outs in the people's republic here.

EDIT: I read somewhere on here (but can't seem to find it) that an AR lower purchase exempts you from the HQL requirement because it is considered a regulated firearm. Is this true? If so, is there any red tape involved?
