    Buddy has AR
The upper has a front rail but it’s too short to use the flip up sights he has.
    Suggestion?

I have the tools to remove the brake if needed, but I don't really want to remove the gas block that has the rail.

Half assed but he could turn it backwards
I may have not been clear, the height form the bore for the front sight is too short(low).
so he's hitting WAY to high
That front rail should be the height of the upper rail which is pretty close to the handguard top

Need a rail to mount the sight or a "gas block height" sight that fits. Otherwise the rifle will shoot a few feet high because it's not mounted correctly. The gas block can also get stupid hot, so it can melt a polymer sight, most block mounted sights are aluminum.

like this: MI gas block sight

You can buy risers pretty cheap. They come in all lengths and heights.
It might get them there, but it's like putting a carabiner on a carabiner. The more links in a chain, the bigger the chance of failure.

He could look at ultradyne sights, a little pricey but they are nice sights

Whole lotta derp going on with this. You can see it's not in the same plane in the photo. There are probably unlimited options on how to fix this. Risers will work but are ghetto, new gas block is probably the best option, taller front sight but then don't have a matched set unless you buy the rear sight as well = $$, or just get a red dot and skip the irons. Gas blocks are cheap and easy to swap but you need the right tools, punches, vice block, roll pin for when you lose the first one, new crush washer, and a wrench for the muzzle device.

I’m for this. He can use this for awhile or indefinitely. Maybe while he looks at other better combinations of gas block front sights.
I’m rereading my earlier comment. Back then I didn’t realize it was a mounting height issue instead of a sight radius one. Definitely look at sights that correct for same plane or not same plane mounting surfaces.
