    Not sure I understand these:
    Yes, post decision, pre stay Yes, post stay

    I filed w/in 1 week of the Legg decision

    It was so long ago I can't remember the dates, but there was a window of a couple of weeks between when Judge Legg gave his decision and when he issued a stay on his decision. Just trying to gauge how many denials were from this small period also.
    You should be in the first option.

    does quoting crime statistics and citing police reports and news articles of crimes (rapes, muggings, slashings) at places that you frequent (malls, etc) count as a good and substantial reason? It certainly proves a danger outside the residence.

    Just submit what YOU consider good and substantial. The results will be no worse than if you do nothing.

    Well my understanding is that you need a documented death threat or handle large sums of cash or prescription drugs to qualify. With all of the liberal threats against gun owners being well documented this should be a good and substantial reason . It might work .
