There is a difference in NIJ standards for soft armor and plates. The officers that were murdered were wearing typical concealed soft armor. Most any center fire rifle round will penetrate most any soft armor.

I will third this as well. XBR with 77gr SMKs or Hornady 75gr BTHP are incredibly accurate out of my mk12ish SPR with a WOA wylde chambered bbl. It meters great out of both Dillon and Hornady powder measures. Stable in temperature ranges as well. I will be trying it next with Nosler 64gr BSB...
