When I looked at it I thought it was some sort of press fit insert. Like a PEM or something
That was my thought but the diameter is too small even for something worn down. Other bolts are made this way though. Likely what you're seeingOr a wheel stud with the head and threads ground away. It looks like threads remaining on the end to the left of the splines.

1/4-20 bolts made with splines are common in garage door tracks. It's so you can spin a nut on them without a wrench on the other side, splines bit in to the hole and bolt won't spin.Maybe for a smaller wheel, like a utility trailer, garden tractor or mower?
It's at least and at most 3% antimony. That is a certainty.Is it lead or a harder metal. Try scoring it with a knife. If you can't easily do it, it is not lead and not a projectile... it does look too long to be a .22.

I, and others found plenty of spent bullets in the parking lot at work that looked perfect except for rifling marks and maybe some road rash.If so, wouldn't it look more 'shroom-like?
