I figured I'd get in on this thread. I just submitted today and my number is 0179xx. It was really weird clicking "submit" for this and putting it in process - I didn't think it would ever happen where I would be allowed to wear and carry concealed in this state.

I'm going to go out on a limb and guess that the largest number of submissions are folks with DD214s due to being exempt from the training.

When did you start your application?

I don't remember - I think I started it prior to my Livescan fingerprinting, and that was on Saturday, 6/25, but I don't specifically remember what date. I want to say that I started mine right after the Bruen Decision came out, but then I held up because Frosh was being a ninny saying that MD wasn't going to comply, and I didn't want to waste an application fee needlessly, but I do know that I started it before getting livescan fingerprinting done.

On a side note, why in the world is there an expiration timeframe on Livescan fingerprinting. Our prints literally never change, so you'd think that once you have prints in the system, there would be no need to do it over again.

I was in the same boat, I didn't remember, but since you have to reset your password every 3 months and I hadn't been in there in a while, I simply looked for the "msp" email about password update to figure out which day I started and received a number.
Likewise, even though I can commit multiple crimes in 30 days, my prints are not likely to change, I mean, are they in the system or not?!?!

I have little doubt at this point at least 1/2-2/3rds of the applications are training exempt applications right now.

Interestingly I heard MSP had 12 investigators (10?) and just picked up 20 new investigators from other agencies to help out with the load.

Even at 3x the personnel, they just got hit with 700% more applications than normal and I suspect it’s only going to continue going up for awhile, not even holding steady.

A lot of places have been adding classes and I’d imagine some more people will decide to get certified to teach classes.

At lunch break from my W&C class right now…

Hopefully in a week or so my application will be in. Sadly my wife is out of town for most of a week starting tomorrow so I can’t circle back for my second day and qualification till mid week (or later) next week.

With this huge increase in applications, it doesn't possible MSP will be able to complete them in 90 days, unless the background calls are dropped, or severely curtailed.

Quick question. You guys are saying you got a number when you started your application, even though it was not submitted until later. I started mine last week and don't see a number anywhere.

Speaking to my instructor (former LEO) he was just approved a couple of days ago. He applied pre-Bruen, but only took about a month to get approved. His references were not contacted/interviewed. He was interviewed (don’t recall by phone or how).

As he said, unsure if his was handled different has he has LE credits (not the years for LEOSA). But it may portend that MSP recognizes how badly this is going to shape up and reference checks might be lip service only. Interviews for the applicant might be cursory or even dropped at some point. None of that stuff is mandated by law.

If you log in and click on 'Dashboard' you should see a button for HGP APPLICATIONS, with a '1' in it. Click on it and you should see your app #

Interesting - I changed my password on June 23rd. Did I really start my application the same day the Bruen Decision came down? I might have.

A little insight on number of training exempt people from a different thread.
Concealed Carry Permit Applications Soar in Maryland
Applications for concealed carry permits are up more than 700% from last year, according to Maryland State Police data obtained by News4. They went up from 1,014 from June 23 to July 11 in 2021 to over 7,165 in the same period this year.
    (My comment to that post)
Maybe 7,165 applications were "submitted" but from 6/23/22 to 7/10/22 over 18,000 applications were started in the system and from 10:00 PM on 7/9 to 7/11 AM over 1,500 applications were started.

(what it means to training exempt numbers)
The only people who could submit either had already completed training, completed training during that time or were training exempt. If we assume the same number of normal training applicants as last year then 7,165 - 1,014 = 6,151 were training exempt. The numbers won't be exact and no doubt there was a beginning surge so you can't predict ongoing percentages but that is probably a good estimation of the initial group.

As far as number of investigators a friend of mine is the sister of a retired MSP who worked in the Licensing Division and she tells me he has been hired back full time as a contractor to do investigations.

Another interesting thread would be the number of classes that are scheduled and how many people are in each class. Tactical Shepard website lists 34 classes scheduled all sold out, I don't know their class size. Someone posted elsewhere on MDS that a different trainer was going to a class size of 80 students, but did not mention the number of classes. It appears people getting training will be the controlling factor in the number of permits issued for the foreseeable future.
