    I'm going to go out on a limb and speculate the 2 were hand picked for a reason.

    I'll go even farther out and state that his appointment to fill the existing vacancy (as the tie-breaker vote) will show his true intent. Watch that very closely.

    Based on some things Ive heard, they may not appoint a 5th member any time soon. Which means if W&W are not confirmed and thus removed from the board before they pick someone else, you could have a 2 member panel. Well nuts, that ain't gonna work...

    Hogan's appointments to the Handgun Permit Review Board replacing four total antis has been a step in the right direction, with one more to go.

    I don't see how one more appointment is going to change anything. With what I read from the meeting with Montoya (had lawyer) and Gryphon (use legal process including binder with exhibits) got nowhere, how can those that voted NO change to yes for someone else? I don't see a change happening at all at the HRPB.

    Because it's majority rules. They didn't get "nowhere." Gryphon's case was a tie which is a loss in HPRB terms...
    Right now the general split is 50-50. A 5th member would be a tiebreaker.

    I don't see how Hogan is going to find a more "pro-2A" person than the two that voted "no" in those two cases. They run 2A businesses and should be able to understand the same things that the lawyers were telling them. Guess we all will know which way the wind is blowing with this next appointment. Hopefully it will be Patrick.

    All four present members of the HPRB (three members and the designated Chair) are recess appointments and will be subject to Senate confirmation as one of the first acts of business on Session Opening Day (13JAN2016). Any seats not confirmed would result in a vacancy and necessitate a new appointment by the Governor.

    Once Session starts, any new appointments will follow the in-session procedures and must be submitted to the Senate no later than 21FEB ("Green Bag", bag is actually delivered to the Senate on 19FEB, and read across the desk on 21FEB). http://mgaleg.maryland.gov/Pubs-current/current-session-dates.pdf

    I know everybody says give it time, well I myself am tired of waiting. I don't think it will happen even if he gets a second term.

    I think it may have been looked at as a "rubber stamp" under an all Democrat rule situation. I would hardly look at these as rubber stamps in the current climate. Both Busch and Miller have publicly stated that the gloves are off and they are not interested in working with Hogan on anything. Recess appointments are the easy way for Miller to start turd-balls rolling.

    Per voter referendum (http://msa.maryland.gov/megafile/msa/speccol/sc2900/sc2908/000001/000380/html/am380--343.html), recess appointments are valid from the date announced through the end of the immediate next Legislative Session. Per this OAG letter (http://www.oag.state.md.us/Opinions/Advice2005/della.pdf), any recess appointment rejected will remain in effect until the end of the current Legislative Session, or until the Governor appoints, and the Senate confirms, a suitable replacement, whichever comes first. The standard assumption would be, if the latter does not happen, the non-confirmed seat vacates on 12APR2016.
